Public notice response – 401 Application for Water Quality Application for Centerville Development Group , LLC

I received a public notice from the OEP, Division of Surface Water for an application to consider whether to apply or deny, a Clean Water Act Section 401 water quality certification for a project to construct a residential development.

The application was submitted by Centerville Development Group, LLC for the project West of Yankee St. and South of Austin Pike in Montgomery County. The Huntington District Corps of Engineers Public Notice Number for the project is LRH-2013-1030-GMR. The OEPA ID Number corresponding to the project is 144561.

As required by the Antidegradation Rule, 3745-1-05 of the Ohio Administrative Code, three alternatives have been submitted for this project. The applicant’s proposed preferref alternative, if approved would impact 0.263 acres of category 1 wetlands, and 3.237 acres of category 2 wetlands. The applicant’s proposed minimal degradation alternative, if approved, would impact 0.263 acres of category 1 wetlands and 1.129 acres of category 2 wetlands. The applicants proposed non-degradation alternative, if approved, would have no direct impacts on waters of the state.

Discharges from the activity, if approved would result in degradation to, or lowering of, the water quality of the Great Miami River. Ohio EPA will review the application and decide whether to grant or deny the application, in accordance with OAC Chapters 3745-1 and 3745-32. In accordance with OAC rule 3745-1-05, an antidegradation review of the application will be conducted before deciding whether to allow a lowering of water quality. All three proposed alternatives will be considered during the review process.

Starting August 27,2015 copies of the application and technical support information may be inspected on Ohio EPA-DSW website:

http://www.epa.ohio.gov/dsw/401/permitting.aspx

I’ve asked Micheal See, SW District OEPA Contact for more information on the permitting of the project. When I know more, I will let you know. Persons wishing to 1)be on Ohio EPA’s interested parties mailing list for this project, 2)request a public hearing, or 3)submit written comments for Ohio EPA’s consideration in reviewing the application should do so in writing to Ohio EPA-DSW, Attention: Permits Processing Unit, PO Box 1049, Columbus Ohio 43216-1049 within thirty days of public notice. “Say It Like You Mean It!” – Letter Writing meeting at Boston Stoker Centerville on December 2, 2015

On December 2, 2015 at 7:00 p.m. Scott Bushbaum, Executive Committee Representative and Christopher Hess, Miami Group Volunteer met with at the Boston Stoker Coffeehouse at Washington Square to write letters and hash out the issues!

We talked on issues and wrote letters on the Clean Power Plan, and utility bailout measures in Ohio, recycling initiatives in Dayton, and Bureau of Land Mgmt. mineral rights in the Wayne National Forest. Our strength in numbers as the largest environmental group in Ohio can speak volumes in getting our voice heard!

As the letter writing began, we met Rachel Carr, Environmental Club President of Centerville High School. She introduced herself and told us of her Club’s meeting schedule at Centerville High School. I mentioned that coordinating efforts between the Sierra Club and the Environmental Club is encouraged. The future of environmental action is within the ranks of those youth who will work for a less polluted world.

Riverside Bikepath Cleanup Day – October 25, 2015 at 10 A.M.

Hello Nature enthusiasts,

Autumn brings cooler temperatures. Sometimes there just isn’t much to do outside unless we carve pumpkins or rake leaves.

Join Christopher Hess, Miami Group volunteer, me and other nature lovers who will walk the Riverside Bikepath on October 25th to roll up our sleeves and glove – save the area between Linden Avenue and Airway Road in Dayton Ohio from trash! We begin at 10:00 A.M.

We’ll begin at Eastown Shopping Center on Linden Avenue, Dayton Ohio 45432, (CVS parking lot) and wind our way on both sides of the trail. Bring gloves, boots, messed up jeans or pants, and weather related gear. We’ll supply trash bags….

Two hours; give or take a few minutes. That’s about it. Give back to the nature surrounding this busy bike path. Let’s brave cool weather or warm, This Sierra Club outing should bring  some laughs and some fresh air, making for a Sunday morning of service to Mother Nature! Afterwards, we might end up at Elsa’s on Linden Avenue for football and an informal lunch, for the heck of it.

Thanks to Chris H.  getting us “off our rockers” for this! See ya’ll there!
